Mr. Barnes, a retired police commander has over 41 years of experience in coordinating high profile national events, dignitary/diplomatic protective services, threat and vulnerability assessments, and the coordination of multi jurisdictional responses to weapons of mass destruction incidents. He is currently, an international police advisor, consultant and instructor in the Middle East and North Africa Region (MENA). He also serves as a professional assessor for law enforcement assessment centers in the states of Louisiana, Texas and Virginia.
He also serves as a security consultant, emergency management instructor, solutions evangelist and security engineer specializing in safety/ security related technology and risk assessments for private industry and government agencies. Mr. Barnes served as a counter - terrorism liaison between state and federal agencies. Has developed and implemented numerous multi-jurisdictional incident action plans involving domestic and foreign law enforcement and protective services.
Over the past thirty six years, he has served in numerous operational, supervisory and managerial positions in security and law enforcement. His expertise includes training,bio-hazards, security coordination for high profile national security events, management the National Incident Management System (NIMS), dignitary/executive protection services, and emergency preparedness operations. Mr. Barnes is also a member of the United States Department of State, Bureau of Diplomatic Security Overseas Security Advisory Council.
In 2010, Mr. Barnes founded, N3 Global Solutions LLC, a United States based, and management consultancy firm specializing in "soft infrastructure solutions" for developing countries. This interest developed many years earlier while traveling the world as a student-athlete and accomplished member of the United States Men Gold Medal Basketball Team. During this period, Mr. Barnes was strongly affected by the differences and lack of basic resources that where available for many under severed communities worldwide.
As a result, N3 Global Solutions was created and is focused on the development of sustainable infrastructure solutions for the underserved regions of the world.
He was educated at Western Texas College, Virginia Commonwealth University, University of Southern Mississippi and the AT&T School of Business.
Publications include: Co-authored article entitled "George Mason University Team Approach to Studying and Improving Campus Security, published in the International Association of Campus Law Enforcement Administrators (IACLEA) 2004 May/June edition of the Campus Law Enforcement Journal.
